Buy a tv tuner for your computer. If you do not know how to install a pci card ask a tech to do it for you. Best buy and CIrcuit city has techs that do just that.

Well is depend on your monitor. If your monitor have a cable input, then you can try to hook up the cable. Only newer model of the monitor have this features to see cable on TV.

But why you want to watch cable on your 17" monitor? not on your TV? Do you know if you does that your monitor life end faster.

If you mean using you flat panel monitor alone with no tower, then it's not possible...but through your computer yes by getting a tv tuner card...
You can connect your cable box to one of the inputs on your video card. If you can't connect it to the video card then you need to purchase a new video card.
